Is it normal that the farmer sometimes sees that the node seems to be synchronized and starts building a plot?

In this case it can be seen that node is having number of peers close to 0, meaning it is likely that in beween two node log messages the number of peers was zero for some amount of time.

If number of peers is zero, there is nowhere to sync to and for farmer it would appear as it is time to plot already.

The solution here is to figure out why you have so few peers and fix that.

After switching to the release gemini-3f-2023-sep-11, the number of peers increased, now it works fine.
Wouldn’t it be a problem that part of the plot has already been built, but the node has not yet been completely synchronized?

Not really. I mean part of the plot will end up being already expired by the time node sync is over and will have to be re-plotted immediately, but other than that it’ll work fine.
