Does node download any significant amount of data in the process?
I just monitored a bunch of nodes and eventually they get un-stuck. Also restarting node might help with this (it’ll trigger connection establishment with the rest of the network).
Also make sure to open port 30333 (see How to Forward Ports | Subspace Labs Documentation) or else connectivity between you and other nodes will suffer and impact sync speed.
Are you sure restarting node resolve the problem?
As Nazar said: restart your node is a way let your node reconnect to the network manually, I think it will try to reconnect even without restart.
