I’m a little confused - do you mean our plans to enable “permissionless operators”?
If so, there may be a misunderstanding about what permissionless operators means. Operators process transactions on a domain and get paid fees for doing so. Currently there is an allow list on Auto EVM until we complete testing of features such as offlilne operator handling as part of Game of Domains. The removal of that allow list represents the point at which anyone can register an operator - permissionless operators. This is a fundamental way we ensure a resilient, decentralised set of transaction processors.
It sounds like you’re suggesting a fake/scam staking website could be setup which would be nothing to do with permissionless operators? This is the case for any project that uses staking which is why it’s so important that those who self-custody and embrace the concepts of web3 always do their research and ensure they know what they are signing before doing so.
